it's not. the age remit is 18 to around 30-ish, for everything with the exception of switch, hence all radio 1 comps needing an over 18.

It may also have something to do with the way the winner is drawn/ photos being used/ the nature of the work at the bbc.

I think the T+Cs for a competition for a CD would be different in terms of ages of entrants to something like this.
