and is there an easier way to clip it then converting it into MP3

and then cutting it in Windows Movie Maker?

i clip everything in Audacity, the standard output format is WMA and you can download software that can give you the output in MP3.

proper audio editing software is more accurate than movie maker and there are more extensive techniques and effects you can use

I clipped the actual one, and I edited down a shorter one which would probably be better as a ringtone.

You can pretend you are with Scott at a bar with the shorter one by just slowing down the speed.
